Caetano C. R. Penna

Caetano C. R. Penna (PhD) is the Director of the Centre for Strategic Studies and Management (CGEE), a think tank that advises the Brazilian Ministry of Science, Technology and Innovation. Currently on leave from his position as Adjunct Professor at the Federal University of Rio de Janeiro (UFRJ), he is a visiting scholar at TU Delft in the Netherlands. Dr. Penna holds a PhD in Science and Technology Policy Studies from the University of Sussex (UK), a Master’s degree in Technology Governance from TalTech (Estonia), and a Bachelor’s degree in Economics from UFRJ. His work focuses on the economics and policy of industry, technology, and innovation, with particular interest in transformative and mission-oriented policies, sustainability, innovation financing, and the geopolitics of technological change. From 2018 to 2023, he served as an expert consultant on innovation policy and technological intelligence for FAPERJ, and currently contributes as a member of the Horizon Europe Mutual Learning Exercise (MLE) on EU Mission Implementation at the National Level.
